Michael J. Mulgrew was born in Dubuque, Iowa in 1961. After graduating from St. Ambrose college in 1983 with a BA in business and economics, he moved to Akumal, where, since his early teens, he had visited on a regular basis. Mr. Mulgrew returned to Akumal to develop a project for Yucatán farmers involving solar pumps and drip irrigation. When the government cancelled the program, he dedicated his time to being a PADI Divemaster.
During the 1990s Michael served in various volunteer positions in community associations and organizations. Having witnessed the growth of the coast first hand from the early '70s he had no hesitation when asked to participate in the creation of CEA, where he served as Executive Director from its inception in 1993 through 2001. With over 30 years of experience in the region, 15 of them as a full-time resident, Mr. Mulgrew continues to participate with CEA as a member of the Board of Directors and of the CEA Advisory Board. Currently he lives with his wife, Linda, and two children near Toronto, Ontario, and travels to Akumal three to four times a year.
